Phoenix Turnbull, 5, holds one of his pet chickens in his family’s backyard in Atwater. The town’s police chief killed one of the boy’s chickens last month, next to the coop, in response to a complaint that the chicken had been running loose in the neighborhood. The city’s ordinance prohibits having poultry, but the family said the police action went too far.
