Fargo is laying plans to buy 51 flood-prone homes and two vacant lots to improve the city’s line of protection against future Red River flooding. The City Commission voted 5-0 on Monday to have staff pursue a voluntary buyout program.

Fargo is laying plans to buy 51 flood-prone homes and two vacant lots to improve the city’s line of protection against future Red River flooding.

The City Commission voted 5-0 on Monday to have staff pursue a voluntary buyout program.

The vote lets staff hire property appraisers and develop a priority list and funding plan.

City Engineer Mark Bittner said 11 homes were identified in the Oak Grove area, 24 in Belmont Park, six in Southwood, one in Harwood Groves, five in Lemke and four in South Acres. The two vacant lots are in the Red River Addition at 3841 10th St. N. and 3817 10th St. N.

Bittner said there is no estimate yet on the potential cost of the buyouts.

Bittner said none of the homes, at this point, would be forcibly acquired.

Commissioner Tim Mahoney said buyouts will be a major cost for the city.

“We’re concerned about it because it’s a lot of money,” he said.

Mahoney said homes would be purchased at pre-flood values. Many of the homes are likely in the $150,000 to $200,000 range, he said, with others worth considerably more.

Commission materials show the city has received 21 written or verbal requests for buyouts from property owners. But not all of the requests are for properties identified for voluntary buyouts.

Bittner said most of the homes in the Oak Grove area were on the city’s voluntary buyout list after the 1997 flood. He said the extensive proposed buyouts in Belmont Park are based on the homes’ elevations, impacts to improve flood protection, and to provide more security for the city’s water plant.

Jim Papacek, 1462 River Road S., urged commissioners to consider a floodwall around the plant. He said a floodwall would not only protect the plant, but would prevent the removal of homes that contribute to the city’s tax base.

The Southwood buyouts are targeted at homes “that are more vulnerable,” Bittner said. The Harwood Groves and Lemke area homes include properties that are damaged and others that were being considered for purchase for the Southside Flood Control Project.

City officials have said the city bought about 100 homes after the 1997 flood to improve flood protection.
