No response on removal of dike

I took a friend home May 24 and was surprised to find that a clay dike still totally blocks access to her house, and that I had to drive my car on a bike path to reach her house. Why are three houses still cut off this long after the flood? That bike path was just built last summer; it certainly can’t be good to have vehicles driving on it, but it is the only access to these houses.

Is it the responsibility of Cass County or the city of Fargo to remove the clay dike at 46th Avenue North and University Drive? I would have thought getting people access to their homes would have had a higher priority than removing the dike into Trefoil Park and the north dam, which was taken down last week. My friend’s phone calls have so far gotten no results in getting the dike removed.
