Douglas Gordon Payne
Douglas Gordon Payne, 73 of Fargo, ND, died Wednesday, November 28, 2001, in his home.
Douglas Payne was born February 17, 1928, in Argusville, ND, to Percy and Estelle (Keating) Payne. Moving to Fargo in 1943 he attended Central High School and graduated in 1945. After graduation Douglas enlisted in the US Navy Air Force serving his country as meteorologist in Atu, AK, until 1948. Upon returning to Fargo he enrolled in NDSU (formerly NDAC) graduating in 1950 with a Bachelor of Science degree in economics. Douglas worked for Minneapolis Moline as a Service Manager and Field Manager in Fargo, Havre and Great Falls, MT. In 1952 he married Arline J. Hovland in Northwood, ND. In 1958 he joined Equitable Life Assurance in Fargo. During that time Douglas continued his education and received his LLB degree from LaSalle University in Chicago and his CLU and CHFC from American College of Life Underwriters in Bryn Mawr, PA. In 1961 he transferred to Bismarck as a Field Manager.
In 1963 he moved back to Fargo and joined Western State Life as a Director of Training and later becoming Assistant Vice President of Advanced Underwriting and Agent Financing. He remained there until his retirement in 1990.
Doug was active in the insurance industry throughout his life. He was founder and first President of the Fargo Chartered Life Underwriters Association Chapter. He was also a member of National Life Underwriters and President of North Central Training Directors Association, former president of F-M Estate Planning Council and other insurance industry organizations.
His community activities included President and charter member of Fargo Chapter of Optimist International, member and former board member of Olivet Lutheran Church. He was a member of the Board of Directors for Red River Human Services for eight years, serving as a Gaming Chairman. Douglas was on the Advisory Board of UND Medical School, Board of Directors of Fargo Community Health, and Advisory Board of Sr. Companion program. He was also a member of the Elks, Eagles and the American Legion.
Doug represented District 11 (South Fargo) in the State Legislature for six terms from 1985 to 1997. He served on Transportation, State and Federal Government, and the Appropriations Committees. In 1997 he was named Legislator of the Year by the Professional Insurance Association.
Doug was a champion for the state of North Dakota, his conservative views in all areas of government were dedicated to all the citizens of the state. He believed that the unstable economy during his tenure placed the state revenues in a perilous situation. It was the responsibility of the Legislative Assembly to provide and distribute to all services within the state to continue the growth of North Dakota for the younger generation.
He is survived by his wife, Arline; daughters, Deborah (James) Eklund of Bay Harbor, MI, Kimberlie (George) Yineman of Appleton. WI; one son, Mark (Elizabeth) Payne of Detroit Lakes, MN; six grandchildren, Samantha, Kylie and Jake Yineman, Emily, Luke and Anna Payne; one sister, Juanita Dura of Jamestown, ND.
He was preceded in death by his parents, Estelle and Percy Payne; his stepmother, Hilda Stenjhem Payne.
Funeral service: Saturday, December 1, 2001, at 2:30 PM in Olivet Lutheran Church, Fargo.
Visitation: Friday, November 30, from 6-7 PM in Hanson-Runsvold Funeral Home, Fargo.
Memorial celebration: Friday, November 30, at 7PM in Hanson-Runsvold Funeral Home, Fargo.
Burial: Riverside Cemetery, Fargo.
