Authorities say Harwood, N.D., man responsible for August hit-and-run accident that injured bicyclist

FARGO – The Cass County Sheriff’s Office has identified a 39-year-old Harwood, N.D., man as the person responsible for an August hit-and-run bicycle crash that sent a woman to the hospital.
