Backers want North Dakota pharmacy issue on ballot

BISMARCK – Supporters of an effort to repeal North Dakota’s pharmacy ownership restrictions said Tuesday that Secretary of State Al Jaeger would “exalt form over substance” if he continues to refuse to accept a petition that would allow voters to decide the question.
