Finding a fair price: Buyout process a balancing act for cities, counties

FARGO - Since the record 2009 flood, Fargo, Moorhead and Cass County have paid more than $62.4 million to buy out almost 250 flood-prone homes. The taxable value of those combined properties is $52.8 million.
