Four years ago, conservationists and history buffs cheered the U.S. Forest Service’s purchase of land where Theodore Roosevelt once ran cattle in the North Dakota Badlands. The government paid $4.8 million, and conservation groups added $500,000, to preserve and protect 5,200 acres of land that once was part of Roosevelt’s historic Elkhorn Ranch. It turns out those cheers were premature.
