Fargo to offer buyouts for 56 homes in 2013

FARGO – Ann and Todd Haggart are 26-year residents of River Drive South in Fargo. Ann Haggart says even though they’re ready to accept a buyout from the city, they will miss their yard, the trees and the parade of wildlife a riverside home provides.
