Edward was born November 5, 1952, in St. Aloisius Hospital, Harvey, ND, to Leonard and Marceline (Striefel) Hoaglund. He was raised in rural Anamoose, ND, and graduated from Anamoose High School. In 1978, he enlisted in the North Dakota Army National Guard, and was honorably discharged six years later. He graduated from Lake Region State College, Devils Lake, ND, with an associate degree in soil conservation.
