The Scilleys want to move to a handicapped-accessible home to accommodate George Scilley’s military disability, but they can’t even have their home appraised for sale because of the uncertainty of the diversion, which stands to wipe out Oxbow. Diversion Authority officials approved a hardship policy Thursday, which could allow residents like the Scilleys to receive buyouts before the diversion project is even built.
