Tim O’Connor stands on a dike built around his Moorhead home at 1817 3rd St. S. near the Red River. His basement was flooded during the 2009 flood when sandbags gave way. He didn’t agree to a buyout from the city because he felt the assessed value of his home was much less than what he thought it was worth after recent renovations.
