David Bowe, 86, of Fargo, says that determining when a person should no longer drive is a very personal thing. “Everyone would have to do that for themselves,” he said Tuesday outside a downtown Fargo senior center. But he also doesn’t have any objection to adding rules to determine if seniors are still capable drivers, such as mandatory eye checks or regular behind-the-wheel testing after they hit a certain age.
