Dogs at the Wheatland breeder

Cass County Sheriff's deputies seized 170 dogs living in kennels with as many as five dogs per kennel sitting in their own waste, deputies said Wednesday. County prosecutors said they're considering charges against their owner Darcy Smith, 51, of Wheatland.
