VALLEY CITY, N.D. – A raft carrying three college students down the Sheyenne River capsized about 1 a.m. Monday after going over a small dam and into the frothy, churning waters below. Two of the rafters were helped to shore by residents and emergency workers, but authorities believe the third drowned.
