Democrats criticized the legislation as a blatant attempt to allow a foreign company to avoid environmental review. The bill was approved, 241-175, largely along party lines.

After graduating from St. James Academy, New Rockford, she briefly attended Bottineau (ND) Nursing College where she met and married John D. Biby of Munich, ND. They had two children and resided wherever his job took him.
