Three people charged in March murder
VALLEY CITY – Three people were arrested here Thursday night and are in the Barnes County jail on murder charges. A Barnes County jail spokesperson said Arlen Dean Clapper, 46, of Dil-worth, Minn., Alexander Dean Clapper, 19, and Tamara Leigh Ann Clapper, 22, both of Moorhead, were arrested and booked into the jail at about 10:40 Thursday night by Valley City police.
