Schools rely heavily on funding but don’t know what they’ll receive
For more than 60 years, school districts on Indian lands and military bases have been receiving Impact Aid federal dollars.
But every year, districts like Minnesota’s Waubun-Ogema-White Earth don’t know how much money they’ll receive because the program has to get reauthorized every year.

WAUBUN, Minn. - Last spring brought shock and anger to the high school in this White Earth Reservation town. The state’s education department abruptly labeled the school one of Minnesota’s lowest-performing. The federal government had a prescription for a “turnaround,” and it involved the ousting of the school’s popular principal.
