BISMARCK – A federal judge on Wednesday struck down a North Dakota law that would ban fetal-heartbeat abortions, calling it “an invalid and unconstitutional law” that would ban nearly all abortions at the state’s only clinic providing the procedure.

Fargo, Grand Forks set record low temperatures

FARGO – Tuesday was a record cold day up and down the Red River Valley. In Fargo, a daily record low temperature was set in the early morning hours when the mercury dipped to 12 degrees, the lowest for the date since the 15 degree temperature recorded on April 15, 1935, said Jim Kaiser, a meteorologist with the National Weather Service office in Grand Forks.
