Fraser Ltd., Fargo, has hired Tessa Torgeson as a case manager in the transitional youth services department and Randall Van Bemmel has been hired as services coordinator.
Torgeson received bachelor degrees in social work and psychology from Minnesota State University Moorhead.
Van Bemmel received a bachelor's degree in political science and a master's degree in public administration from the University of South Dakota.
