FARGO — A new $12.8 million mixed-use building is currently in the early stages of construction at 4711 45th St. S., property owner Sam Skaff confirmed to The Forum.

The building, which is set to be erected on one of the last empty lots along 45th St. S., will feature more than 22,000-square-feet of commercial space on the first floor, an underground parking garage and three stories of 57 apartment units above, Skaff reported.

The property has sat largely untouched for the past five years since Skaff bought it. In that time, the southern end of 45th St. S. has flourished, as has 52nd Ave. S. which runs perpendicular to the terminus of 45th St. S.

Skaff said the reason he opted to slow play development on his lot was to allow the rest of the neighborhood to develop around it. “When I bought the property, that’s what my idea was, but I didn’t start right away because I was waiting for it to get a little more developed,” he said. “Now it’s all developed except where I’m at.”

“The area has developed quite a bit in the last five years where now it’s become a more thriving area,” he continued. “It’s just in a good location.”

Overseeing construction is Christianson Companies, a division of Property Resources Group which has constructed several other apartments and commercial developments in the Fargo-Moorhead area. Skaff’s goal is for construction to be completed no later than fall of next year. “It’ll probably be in the next year to get it completed. It just depends on product availability,” he said.

The 57 apartments will range from one- to three-bedroom units, with rent tentatively expected to begin at $1,095 per month. Skaff noted the units would feature upscale cabinetry and ample storage space. Other building amenities are expected to include an exercise room, patio and other community areas.

Skaff noted there has been “a lot of interest” in the first-floor commercial units, however he wouldn’t indicate which companies might be moving in. “It might be a mixture of a few different businesses,” he said.

Skaff added that tenants of his other apartment complexes have enjoyed having retail options below them. “My tenants like having commercial options below them, so it’s a good fit,” he said. “The convenience of having something close by is pretty nice.”

The Shoppes at Osgood, which is home to a Hornbacher’s, Southtown Pourhouse, and Lucy’s North China Cuisine among other businesses, is blocks north of the construction site. The building is also located near an Aldi, Cash Wise, Walmart and Happy Harry’s liquor store, all of which are minutes away on 52nd Ave. S. The Suite Shots golf driving range and entertainment complex is also under construction nearby.

Skaff, who has worked in the Fargo-Moorhead area rental market for 64 years, felt the building would be a welcome addition to the bustling south Fargo neighborhood. “I just think it’ll be pretty impressive by the time we get done,” he concluded. “It’s a good thing and we’re excited about it. I think it’ll be a good thing for Fargo.”
