Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME)
Amendments to 2021 Action Plan and 2020-2024 Consolidated Plan
The City of Fargo is proposing various actions related to its Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs, which are grants awarded to the City by the U.S. Department of Housing and Urban Development (HUD). Following a public comment period and subsequent City Commission action on October 18, 2021, a recommendation regarding these actions will be forwarded to HUD for their consideration and approval. All citizens are welcome to submit comments at any time during the public comment period or at the public hearing.

Summary of Proposed Amendments to 2021 Action Plan:
1a.Project Site, Activity, and Budget Identified - 708 4 Avenue North - "The Milton Earl" - Beyond Shelter, Inc.:
This activity, originally advertised under the "Multi-Family Rental" housing project, will include new construction of a multifamily rental housing complex. The proposed HOME allocation for this site is up to $447,400. The project will be carried out by Beyond Shelter, Inc. and owned and managed by a subsidiary LLLP. This activity addresses the 5-Year Plan goal of Affordable Housing for low-to-moderate income, elderly households. HOME Eligible Activity under 92.205(a)(1)
1b. Project Site, Activity, and Budget Identified - 2021 Community Development Housing Organization (CHDO) Project
Activities include construction of a multi-family rental housing complex at 708 4 Avenue North by Beyond Shelter, Inc.
The HOME allocation is up to $100,000. HOME Eligible Activity under 92.205(a)(1)
2.Project Site, Activity, and Budget Identified - 401 NP Avenue North - "Engagement Center"
Add activity to existing 2021 project, "Downtown Homeless & Housing Services Facility" project. Activity will include acquisition for the future construction of an engagement center, which will offer homeless and housing-related services. The proposed CDBG allocation for this activity is up to $550,000. This activity addresses the 5-Year Plan goal of Ending & Preventing Homelessness. National Objective, Eligibility, & Regulation Citation: Low-Mod Clientele Benefit (LMC) [24 CFR Part 570.208(a)(2)]; 03C, Public Facilities & Improvements, Homeless Facilities (not operating costs); 24 CFR Part 570.201(c)
3.Add Project/Activity - 1321 19 Avenue N - "After School Matters Youth Center" - Faith 4 Hope
Add project/activity that will include rehabilitation of existing space for after school youth programming, specifically for teens (13 19) of low-to-moderate income households. The proposed CDBG allocation for this activity is up to $85,000. This activity addresses the 5-Year Plan goal of Assistance for Vulnerable Populations. National Objective, Eligibility, & Regulation Citation: Low Mod Clientele Benefit (LMC) [24 CFR Part 570.208(a)(2)]; 03D, Public Facilities & Improvements, Youth Center; 24 CFR Part 570.201(c).
Summary of Proposed Amendments to 2020-2024 Consolidated Plan:
1.Expanded "Assistance for Vulnerable Populations" goal description to include more than just those in poverty, but also those who seek an improved quality of life (i.e., youth, disabled, elderly, victims of domestic violence. etc.).
