MOORHEAD — Newly available documents have revealed the former administrator of the Buffalo-Red Watershed District complained that a board member who later was removed was responsible for bullying staff and fostering a “hostile work environment.”
Video and audio recorded by the body cameras generally will be kept private. Exceptions will include when officers fire a weapon in the line of duty or when deadly force results in "substantial bodily harm."
The Buffalo-Red River Watershed District, which is at odds with the Metro Flood Diversion Authority, has removed online video recordings of its public meetings. A diversion lawyer asked the water board to preserve the recordings, which could include evidence.
The Clay County Commission has tangled with the Buffalo-Red Watershed District over permits for the $2.75 billion diversion, but the county lawyer said the removal was not because of any policy dispute.
