ADVERTISEMENT AND INVITATION
Notice is hereby given that sealed bids will be received for the Construction of the Water Improvement District No. 2020-6, (Horace Proper Water System Replacement) for the City of Horace, located in the town of Horace, North Dakota. Bids will be received by 2:00 P.M. (CDT) on May 27, 2021 by one of the following methods:
1.Mailed to Brenton Holper, City Administrator; at the office of the City Administrator, located at 215 Park Drive East, Horace, North Dakota, 58047.
2.Placed in the drop box located at City Hall, 215 Park Drive East, Horace, North Dakota, 58047.
3.Submitted through QuestCDN Online Bidding.
All bids properly submitted will be opened and read aloud via video conference at 2:30 P.M. (CDT) on May 27, 2021. A link to attend the live video conference bid opening will be sent to all QuestCDN Plan Holders for this project.

Paper copies of the Bidding Documents may be obtained from Interstate Engineering, Inc., 1999 4th Street North, Wahpeton, ND 58075, phone (701) 642-5521, for a fee of $150.00 per set. The bidding and contract documents may also be examined at the Interstate Engineering office located at 1999 4th Street North, Wahpeton, North Dakota, 58075 or at the Interstate Engineering office located at 574 Main Street, Horace, ND 58047.
Bidders on this work will be required to comply with Title 40 CFR Part 33- Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications.
The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package.
Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications.
Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications.
The project is for the construction of Water Improvement District No. 2020-6 (Horace Proper Water System Replacement); consisting of water main replacement and installation, water service line location and replacement, gate valve installation and replacement, curb stop installation and replacement, fire hydrant replacement, pavement removal and replacement, CR17 water main crossing pipe replacement, and railroad water main crossing pipe replacement.
The project consists of the following approximate quantities:

Traffic Control and all miscellaneous work necessary therefor and incidental thereto.
Each bid will be submitted on the basis of a cash payment for work. It will either be enclosed in a sealed envelope addressed to the above-mentioned City Auditor or shall be submitted via QuestCDN Online Bidding and shall be designated that the bid is for "Water Improvement District No. 2020-6 (Horace Proper Water System Replacement), Horace, North Dakota." The bid shall be accompanied by a Bidder's Bond in a separate envelope in the amount of five percent (5%) of the full amount of the bid, executed by the Bidder as Principal and by a Surety Company authorized to do business in North Dakota. If the Principal's bid is accepted by the City of Horace and the contract awarded, the principal, within ten (10) days after the Notice of Award, will be required to execute and effect a contract in accordance with the terms of the principal's bid and any requirements and conditions of the Owner.
A Contractor's Bond, as required by Section 48 01.2-10 of the North Dakota Century Code, shall be included with the executed Contract Documents. The Bid Security shall be as required in Section 48 01.2-05 of the North Dakota Century Code.
All bidders must be licensed for the highest amount of their bids, as required by Section 43 07 07 of the North Dakota Century Code and a copy of the license or certificate of renewal thereof issued shall be enclosed in the required bid bond envelope.
No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately.
The OWNER retains the right to reject any or all of the bids submitted and to waive any informality in any bid and to hold all bids for a period not to exceed thirty (30) days from said date of opening and to hold the three low bids and bid securities for a period not to exceed sixty (60) days from said date of bid opening.
The work on the improvements is to commence upon a date to be specified by the OWNER, notice of which will be given to the successful bidder ten (10) days in advance of the start of construction. The Contractor will be required to commence construction, and in an approved sequence, complete the project by 11/20/2021.
