BIDS WANTED NEW PAVING CONSTRUCTION IMPR

BIDS WANTED NEW PAVING CONSTRUCTION IMPROVEMENT DISTRICT NO. PN-22-M1 Sealed bids will be received by the City Auditor in the blue, outside drop box located on the north side of City Hall (225 4th St N, Fargo, ND) until 11:30 a.m., Wednesday, July 20, 2022. Bids will then be opened and read aloud at 11:45 a.m. in the Engineering Conference Room in Fargo City Hall. The public is encouraged to view the bid opening from their computer, tablet, or smartphone by using the following link: www.fargobidopenings.com for the construction of New Paving Construction, Improvement District No. PN-22-M1 of the following: Rocking Horse Farm 6th Addition Bids shall be on the basis of cash payment for work performed. All work included in the contract must be fully completed on or before July 15, 2023. Online Bid Submissions: Bidders are encouraged to submit their bids online via the Quest CDN vBid platform. No online bid will be opened, read or considered if it does not fully comply with the document submission requirements of the vBid system, including but not limited to the ACKNOWLEDGEMENT BY THE BIDDER OF RECEIPT OF ALL PROJECT ADDENDA and the submission of A BIDDER’S BOND IN THE AMOUNT OF 5% OF THE FULL AMOUNT OF THE BID executed by the bidder as principal and by a surety, conditioned that if the principal’s bid is accepted and the contract awarded to the principal, the principal, within 10 days after notice of award, shall execute a contract in accordance with the terms of the bid and a contractor’s bond as required by law and the regulations and determinations of the governing body. Countersignature of a bid bond is not required under this section. All bidders, except a bidder on a municipal, rural, and industrial water supply project authorized for funding under Public Law No. 99-294 [100 Stat. 426; 43 U.S.C. 390a], must be licensed for the full amount of the bid, as required by N. D. Cent. Code Section 43-07-05. A copy of the Contractor’s License or Certificate of Renewal thereof, issued by the Secretary of State, must be included in the online bid submission as required under N. D. Cent. Code Section 43-07-12. Paper Bid Submissions: Bids must be in a sealed envelope plainly marked “New Paving Construction, Improvement District No. PN-22-M1”, and attached to the outside of the bid envelope must be A SEPARATE ENVELOPE CONTAINING A LIST OF ALL ADDENDA TO THE PLANS AND SPECIFICATIONS AND AN ACKNOWLEDGEMENT BY THE BIDDER OF RECEIPT OF SUCH ADDENDA. No bid may be read or considered if it does not fully comply with these requirements and any deficient bid submitted must be resealed and returned to the bidder immediately. Plans and specifications are also on file in the office of the City Engineer and the City Auditor, City Hall, Fargo, North Dakota, where they may be examined by any interested person. The Board of City Commissioners of the City of Fargo, North Dakota, reserves the right to hold all bids for a period of thirty days after the first day fixed for the opening of the bids, and the right to reject any or all bids and to waive any formalities.
