FARGO BOARD OF EDUCATION MINUTES REGULAR MEETING December 13, 2022 The Board of Education of the City of Fargo met in regular session on Tuesday, December 13, 2022, 5:30 p.m., at the District Office in the Board Room, located at 700 7th Street South in Fargo. Members present: Melissa Burkland (via phone) Nyamal Dei Jim Johnson Katie Christensen Nikkie Gullickson Robin Nelson Greg Clark Seth Holden Tracie Newman Members absent: none President Newman called the meeting to order at 5:30 p.m. The Pledge of Allegiance was recited. Robin Nelson moved approval of the agenda with the HR addendum that was provided at Board seats. Nyamal Dei seconded the motion. The motion passed (Yes: Burkland, Christensen, Clark, Dei, Gullickson, Holden, Johnson, Nelson, Newman). Two citizens addressed the Board. Deven Styczynski spoke on Memo #62; he asked for a written response on why the Board thinks it is appropriate that public commenters cannot ask for a written response any longer. Paul Mohror spoke on committee meetings and Memo #62; he requested a written response. FEA President Kim Reger shared she provided President Newman a petition with signatures for negotiations on the next teachers’ contract. She shared about the FEA working with administration on current issues, including former AP 5220 and staff leave due to student injury. Dr. Gandhi shared the District canceled after school activities for the day due to the impact of snow accumulation. The decision was made due to the projected accumulation and the impact on the grounds crew to remove the snow for events and the overnight work the snow removal crews have to do. He also shared about work administration is doing with Fargo Cass Public Health on measles; there has been a recent outbreak in Ohio and cases in Minnesota. Preparations are occurring in the event cases of measles occur locally and how schools would need to respond. Jim Johnson moved adoption of the Consent Agenda with the addition of the HR Addendum added to 6.B. Seth Holden seconded the motion, which passed (Yes: Burkland, Christensen, Clark, Dei, Gullickson, Holden, Johnson, Nelson, Newman) thereby causing the following actions to be taken: A. The minutes of the regular meeting of November 22 were approved as written. B. The following Human Resources actions were approved: 1. Resignations 2022-23: Kailyn Allen, Language Arts – South, Dates of Employment: 2021-2022, Effective Date: 11/29/2022; Trevor Nordquist, SPED/ED – Jefferson, Dates of Employment: 2021-2022, Effective Date: 12/22/2022; Louisa Pugh, Grade 2 – Clara Barton, Dates of Employment: 2018-2022, Effective Date: 12/31/2022; Sebastian Tackling, Music/Band – South, Dates of Employment: 2010-2022, Effective Date: 12/5/2022 2. Retirements 2022-23: Karen Derby, Kindergarten – McKinley, Dates of Employment: 1992-2023, Effective Date: 6/2/2023; Julie Feske, Math – Ben Franklin, Dates of Employment: 1987-2023, Effective Date: 6/2/2023; Karen Henrickson, Grade 2 – Centennial, Dates of Employment: 1989-2023, Effective Date: 6/2/2023 C. The monitoring report for EL-10 was accepted. (Memo #60) D. The monitoring report for EL-7 was accepted. (Memo #61) E. Changes to Board Policy GP-2E were approved. (Memo #62) F. Changes to Board Policy GP-14 were approved. (Memo #63) G. Changes to Board Policy GP-8E were approved. (Memo #64) H. The Board acknowledged that the Governmental Affairs Committee and its Chair have the authority to make reasonable interpretive decisions on legislative topics related to the 68th North Dakota Legislative Session in between meetings of the full board and delegated the Chair to represent the Board as its spokesperson on such matters. (Memo #65) I. The following financial reports were approved: 1. The Fund Balance Report for November 2. The Revenue and Expenditure Reports for November 3. Statement of Bank Reconciliation for November 4. Check register for November President Newman presented Memo #66. At the November 28 Board meeting, a Joint Powers Agreement (JPA) was approved with the Cass County Career and Technical Education Center (C3TEC). In August, Board Member Katie Christensen was appointed to serve on the C3TEC Board for the 2022-23 school year as an annual liaison assignment. With the approval of the JPA, Fargo Public Schools must appoint two additional Board members to serve on the C3TEC Board as per the JPA the C3TEC Board consists of three FPS Board members. President Newman, in compliance with GP-5, recommended the appointment of Seth Holden and Nikkie Gullickson as the additional Board members to serve as the representatives for Fargo Public Schools to the C3TEC Board. Jim Johnson moved to approve the appointment of Seth Holden and Nikkie Gullickson as the additional Board members to serve as the representatives for Fargo Public Schools to the C3TEC Board. Robin Nelson seconded the motion. Discussion occurred. Upon call of the roll, the motion passed (Yes: Burkland, Christensen, Clark, Dei, Gullickson, Holden, Johnson, Nelson, Newman). (Memo #66) Committee & Liaison Reports The Negotiations Committee met on December 1 and December 8. (Holden) The Governmental Affairs Committee met on December 6 and debriefed information session held for legislators. The committee is planning for cross-over events on February 1 and February 22, which will be held in conjunction with West Fargo Public Schools. The NDSBA Brunch and Learn on December 21 will be focused on the upcoming session. The committee meets next on January 24 at noon. (Nelson) The Communications, Engagement and Advocacy Committee met on December 9. (Gullickson) Board member meetings/liaison visits: Dei to volunteer at ILC at South; Holden to Native American Commission meeting and Ben Franklin Middle School for liaison visit; Nelson to Chamber Public Policy meeting; Johnson to meeting with FPS staff at Prairie St. John’s; Gullickson to Eagles PTA meeting, Eggs and Issues event, and Bennett staff meeting; Clark to Longfellow winter music program; Christensen to meeting with teachers at Lewis & Clark, Lewis & Clark winter music program, and Improv show at North. President Newman shared a brief report. The next regular meeting was confirmed for Tuesday, January 10 at 5:30 p.m. at the District Office.
