FARGO BOARD OF EDUCATION MINUTES REGULAR MEETING January 25, 2022 The Board of Education of the City of Fargo met in regular session on Tuesday, January 25, 2022, at the District Office in the Board Room, located at 700 7th Street South in Fargo. Members present: Jennifer Benson, Jim Johnson, Robin Nelson, Nikkie Gullickson, Rebecca Knutson, Tracie Newman (via phone), Seth Holden, Brian Nelson, David Paulson Members absent: none President Rebecca Knutson called the meeting to order at 5:30 p.m. Jim Johnson moved adoption of the agenda with the addition of an HR Addendum. Robin Nelson seconded the motion. The agenda was approved (Yes: Benson, Holden, Johnson, Knutson, Nelson, B., Nelson, R., Newman, Paulson; Absent: Gullickson). Three citizens addressed the Board. Brandon Krieger, parent and teacher in the District, shared concerns about the lack of substitute teachers in the District and staff coverage needs in schools. Teachers and administrators are covering for absent teachers in schools, which is draining and burning out teachers. Lori Cline, from north Fargo and wife of a teacher in the District, shared concerns of the lack of usage of masks in the Board Room and in Fargo Public Schools. She shared the District is not being part of the solution, but is part of the problem by not requiring masks but asking for public help in covering substitute teacher needs in classrooms. She asked that the Board accept public health recommendations for COVID-19 for schools, including masking, social distancing, and indoor public spaces mitigation strategies. Julie Anderson, FPS parent and teacher, shared teachers are scared to come to speak in front of the Board. She shared concerns on the current mitigation strategies used in Fargo Public Schools and the lack of masking requirements. She asked for standards to be set for schools, require testing for students, require mask usage and require mitigation strategies in classrooms. She asked Board members to visit schools and speak to staff members on how things are going in schools. Doug Andring, director of Human Resources, presented a Human Resources (HR) report to the Board, which aligns with Result/Strategic Initiative 6: Equitable Resources and Planning. The Fargo Public Schools’ Human Resources Department services approximately 2,162 regular employees. In addition, Fargo Public Schools employs a variety of part-time and temporary employees including co-curricular, substitute teachers/paras, after-school programs, part-time maintenance, student workers, summer school, Trollwood seasonal, tutors, etc. For the calendar year 2021, Fargo Public Schools issued 3,633 W-2s. The HR Team is currently advertising for a payroll technician to add to the department. Mr. Andring reviewed recruitment and hiring processes and hiring statistics, along with new employee orientation survey data and exit interview questionnaire survey data. Additionally, he shared the employee wellness offerings through the Village, overviewed the change to Health Partners for employee health insurance, and the HR and Business Office software conversion plan. He also shared the District needs on average of 85 teacher substitutes and 25 substitute paraeducators per day. However, the substitute needs due to illness have increased this year. The District has hired 32 long term teacher substitutes with a goal of hiring a total of 40. Discussion occurred. Board members requested resignation and retirement data as of 2019 for comparison, hiring and resignation data for the last two years for the same time frames listed in the report, similar data to January 2022 data under Employee Statistics, and how many teachers are currently working on a master’s degree. Discussion occurred on ESSER funded positions and contract renewals for staff members hired with those funds. (Memo #73) FEA President Kim Belgarde shared that she offered two sessions for FEA members on the ESSER All for One, One for All project. She has reviewed an update to the transfer policy with administration that aligns with the project. She shared she met with the associate superintendents for a half day to work through a variety of topics and additional meetings have been set up on advisory and counselor workload. She shared concerns on the substitute teacher shortage. FEA is currently hosting book studies of three books for its members. President Belgarde share the Recess Commission has finished its work and the Salary Commission continues to meet. She met with Board President Rebecca Knutson on potential collaborative bargaining training. Currently, the FEA proposes training dates of September 23-24 or September 30-October 1. Dr. Gandhi thanked Board members for joining the State of the Schools Address and Public Focus Group. The event was the first step in reviewing and updating the District’s Strategic Plan. The goal is to submit an updated plan to the Board in fall 2022. He noted that participation at the event continues to decline; administration will review the event for potential changes for the future. Dr. Gandhi reviewed AP 4250 – Selection of Instructional Materials and explained the policy on the selection and use of instructional materials and how individuals can trigger a review of a material used in a classroom. Recently, a parent shared a concern at a Board meeting on the use of a particular book. Dr. Gandhi shared that the need for substitute teachers is of high concern for the district. The district had to close the ECSE program due to a lack of substitute teachers and had to cancel rural bus routes for one week due to a shortage of bus drivers. Currently, certain District Office staff are serving as substitute teachers two days per month; starting in February, all remaining District Office staff with teaching licenses will serve as a substitute at least once per month. Dr. Gandhi shared concerns of drawing comparisons of substitute work and substitute pay to other industries, which has occurred in the Board Room and in a recent news article. Dr. Gandhi shared a comparison of the substitute position in responsibilities and pay to other industries. Dr. Gandhi also shared that FPS is in constant communication Fargo Cass Public Health and the Department of Health on COVID-19 and recommended mitigation strategies. Discussion occurred. Robin Nelson moved approval of the Consent Agenda with the HR addendum. Jim Johnson seconded the motion which passed (Yes: Benson, Gullickson, Holden, Johnson, Knutson, Nelson, B., Nelson, R., Newman, Paulson) thereby causing the following actions to be taken: A. The minutes of the regular meeting of January 11 were approved as written. B. The following Human Resources actions were approved: 1. The Revenue and Expenditure Reports for December 3. Statement of Bank Reconciliation for December 4. Check register for December Jim Johnson presented Memo #75. The action before the Board is step one in a process laid out in North Dakota Century Code for when governmental subdivisions issue bonds. At the January 11 meeting, Last meeting, the Board of Education directed administration to secure bids and begin the process of issuing $17,000,000 in bonds for the North High School track and Hawthorne Early Childhood Special Education facility projects. The final cost will be dependent upon how the bids come in for the projects. Jim Johnson moved to approve the resolution attached to Memo #75 and direct the Business Manager to publish the Initial Resolution for Limited Tax School Building Fund Bonds in the legal newspaper of the Fargo School District. Brian Nelson seconded the motion. Discussion occurred on the Building Fund, which currently has a balance of $17.5 million, and the General Fund balance. As of December 31, the ending fund balance is $51 million. Jackie Gapp shared the District has its largest payroll in June. At the end of the fiscal year, it is expected that the ending fund balance will be $37 million. (Memo #75) Dr. Gandhi shared that the North Dakota Department of Health now has a website citizens can use to review school COVID-19 data. Dr. Gandhi will be asking the Governance Committee for future direction of this standing Business item on the agenda. Committee & Liaison Reports -The Communications, Engagement and Advocacy Committee meets next on January 18. (Gullickson) -The Governmental Affairs Committee meets next on February 1. (Knutson) Board member meetings/liaison visits: Board members attended the State of the Schools Address & Public Focus Group; Newman to NDSBA Lunch & Lunch; Nelson, B. and Holden to Salary Commission meeting; Nelson, R. to exit interview on financial audit. President Knutson shared she is working on the draft of the Recess Commission report. She also shared that the public focus group was a positive experience, and she wrote about it in the article in the January 20 edition of the District newsletters.
