FINDING OF NO SIGNIFICANT IMPACT TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS: As required by guidelines for the preparation of environmental impact statements, an environmental review has been performed on the proposed action below: Project: Cass Rural Water District North Dakota Soybean Processors Effluent Reuse Facility Expansion and Pipeline Improvements Location: Cass County, North Dakota SRF Project No.: 380923-02 Total Cost: $41,915,000 The proposed project will include the construction of an effluent water reuse facility (ERF) at the Fargo Regional Water Reclamation Facility (RWRF) along with the installation of underground pipelines and the addition of pumping stations. The pipeline improvements will deliver treated reuse water from the new ERF to the North Dakota Soybean Processors (NDSP) facility near Casselton, ND and will convey NDSP plant wastewater back to the City of Fargo’s wastewater collection system. The Cass Rural Water District (CRWD) has applied for a Clean Water State Revolving Fund loan of $28,646,000 to finance the project. The CRWD has the legal authority and financial and administrative capability to construct the proposed improvements. This project will primarily disturb agricultural land during pipeline installation. For a further discussion of this, see Item V, Environmental Impacts of Proposed Project in the Environmental Assessment document. Wetlands, area flood plains, threatened or endangered species habitat, or archeological sites will not be adversely impacted. The North Dakota State Historic Preservation Office has concluded that no historic properties will be affected by this project (ND SHPO Ref.: 22-6078) provided it takes place in the location and in the manner described in the documentation and provided all borrow comes from an approved source. The review process did not indicate significant environmental impacts would result from the proposed action. Consequently, a preliminary decision not to prepare an environmental impact statement has been made. This action is taken on the basis of a careful review of the engineering report, environmental assessment, and other supporting data that are on file in the Municipal Facilities Division of the North Dakota Department of Environmental Quality.
