A regularly scheduled meeting of the West Fargo School Board, West Fargo Public School District #6, pursuant to due calls and notice, was held in the Leidal Education Center Boardroom on March 9, 2020, at 6:00 PM, with President Patti Stedman presiding.
Members present included Vice President Jim Jonas, directors Dan Schaefer, Jon Erickson, Kara Gravley-Stack, and Andrea Payne. Also present, representing the school district was Superintendent Beth Slette, Assistant Superintendent of Secondary Curriculum and Instruction Dr. Allen Burgad, Assistant Superintendent of Elementary Curriculum and Instruction Rachael Agre, Business Manager Levi Bachmeier, Director and Human Resource Director Robin Hill, Technology Director Ed Mitchell, and Secretary to the Board Alicia Severson. Director Jessica Jackson was absent.
Mr. Erickson moved, seconded by Ms. Jackson, to remove action items 7A Review and take action on authorizing the sale of General Obligation Funds for Construction and 7B Review and take action on authorizing the sale of General Obligation Funds for Special Assessments from the agenda. The motion carried unanimously.
Mr. Erickson moved, seconded by Ms. Payne, to adopt the agenda with the addition of one resignation. The motion carried unanimously.
Jennifer Fremstad Principal of West Fargo High School, and Ed Mitchell Director of Technology presented an update to the board regarding 1:1 Technology.
There was no monitoring report.
Mr. Erickson moved, seconded by Ms. Payne, to approve participation in the state's credit enhancement program and authorize the sale of up to $60,200,000 in general obligation school building fund bonds to fund a portion of the work authorized by the 2018 bond referendum. The motion carried unanimously.
Mr. Schaeffer moved, seconded by Mr. Erickson, to approve the initial resolution for general obligation special assessments, elect to participate in the state's credit enhancement program and authorize the sale of up to $10,300,000 in general obligation special assessment prepayment bonds to lower taxpayer expenses for district infrastructure. The motion carried unanimously.
Mr. Jonas moved, seconded by Mr. Schaeffer, to approve an increase to the project budget for the addition and renovations at Eastwood Elementary from $823,600 to $1,729,643. The motion carried unanimously.
Mr. Erickson moved, seconded by Dr. Gravley-Stack to authorize the administration to solicit quotes for the next phase of security upgrades at an estimated cost of $180,800 and to contract with MBN Engineering to develop plans and specifications for the project at a fixed fee of $12,000. The motion carried unanimously.
Dr. Gravley-Stack moved, seconded by Mr. Erickson, to approve the professional staffing request for Grades K-5 district-wide for 2020-2021 as presented. The motion carried unanimously.
Ms. Payne moved, seconded by Dr. Gravley-Stack, to approve the consent agenda which consisted of minutes from the regular meeting of the school board held on February 24, 2020; two resignations; indicator changes to OE 11 Instructional Program; authorization for administration to solicit proposals to provide beverage services for the district; appointing the Business Manager to represent the district on the city of Horace's committee negotiating economic development incentives; and a set of bills (please see the attached bill list). The motion carried unanimously.
During the superintendent's report, Superintendent Slette provided updates and shared information with the school board.
During the president's prerogatives, the school board discussed current issues and future opportunities.
The meeting adjourned at 7:10 PM.
