According to Drawings and Specifications prepared by Michael J. Burns Architects, Ltd., Moorhead, Minnesota, 56560.
In accordance with Minnesota Statutes, sealed bids for single prime construction shall be received by the Owner until 2:00 PM, local time, Thursday, April 29, 2021. Bids must be delivered before the time and date indicated above to the Moorhead Public Housing Agency, 800 2nd Avenue North, Moorhead, MN, 56560. Where they will be opened remotely via video conference due to Covid-19. Architect will send out remote video conference link in advance to bid opening to all Contractors' on the planholder's list to attend the bid opening virtually.

Envelopes containing bids must show on the front face the Contractor's name, address and be endorsed:
"Sharp View Apartments Reroof, Moorhead Public Housing Agency, Moorhead, MN."
Each bidder must submit with their bid a 5% bid bond for at least 5 (five) percent of the total amount of such bid, which bid bond and the amount thereof, shall be forfeited to the Owner, as liquidated damages if the bidder upon the letting of the contract to them, shall fail to enter into the contract so let. The successful bidder will be required to furnish contract performance and payment bonds, each in the full amount of the contract. See Section 002113, Instruction to Bidder's, as part of the Bid Documents for more information regarding bonds.
All bids shall be sealed, shall contain a deposit of the type specified above, and may be filed with the Moorhead Public Housing Agency during normal office hours (8:00 a.m. to 4:00 p.m.) The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 90 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 90 days after the date and time set for the Opening of Bids. The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract in the best interests of the Owner.
All bidders must be able to submit to the Owner a sworn statement demonstrating that it is a responsible contractor as defined by Minnesota Statutes, § 16C.285 and the failure to provide such a statement will render any proposal non-responsive.
A non-mandatory Pre-Bid meeting will be held on April 21, 2021 at 2 p.m. Attendees will meet at main entrance lobby of Sharp View Apartments 920 5th Avenue South, Moorhead, MN.
Davis-Bacon Prevailing Wage Rates Apply: All laborers and mechanics employed by contractors and subcontractors on projects assisted in whole or in part by this project shall be paid wages at rates not less than those prevailing on this project of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of the title 40, United States Code. With respect to the labor standards specified, the Secretary of labor shall have the authority and functions set forth in Reorganization Plan numbered 14 of 1950 (64 Stat. 1267, 5 U.S.C. App) and the Copeland Anti-Kickback Act (section 3145 of title 40 United States Code). Contractor shall review to ensure that the latest published wage rates are included in their bid. The Owner reserves the right to reject any or all Bids and to waive informalities therein.
