Sealed bids will be received by the City Auditor in the blue, outside drop box located on the north side of City Hall (225 4th St N, Fargo, ND) until 11:30 a.m., Wednesday, September 30, 2020. Bids will then be opened and read aloud at 11:45 a.m. in the Engineering Conference Room in Fargo City Hall. The public is encouraged to view the bid opening from their computer, tablet, or smartphone by using the following link: www.fargobidopenings.com for the construction of EV Dual Charging Station.
Bids shall be upon cash payment to supply, install, operate and maintain a 62.5kW Dual Cord DC Charging Station to be located at City Hall, 225 4th Street North. Work is anticipated to include, but is not limited to, low voltage wiring, grounding and bonding, conduit and boxes, panelboards, wiring devices, surge protective devices, electric vehicle charging equipment, excavation/trenching, and concrete pads.

The City/KLJ will ensure that respondents to this request will not be discriminated against based on sex, race, color, creed or national origin in consideration of an award. Up to 100% of the funding for the project will be provided through a North Dakota Department of Environmental Quality Volkswagen Emission Mitigation Program grant.
Bids must be in a sealed envelope plainly marked "EV Dual Charging Station". All bids are to be submitted on the basis of cash payment for the work and materials, and each bid shall be accompanied by A SEPARATE ENVELOPE CONTAINING THE CONTRACTOR'S LICENSE, BID BOND, AND LIST OF ALL ADDENDA TO THE PLANS AND SPECIFICATIONS AND ACKNOWLEDGEMENT BY BIDDER OF RECEIPT OF SUCH ADDENDA. The acknowledgement of the addenda can be included as a list either on the outside of the bid bond envelope or within the bid bond envelope. The bid bond must be in a sum equal to five per cent (5%) of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety company authorized to do business in this state, conditioned that if the principal's bid be accepted and the contract awarded to the principal within thirty (30) days after notice of award, will execute and effect a contract in accordance with the terms of the bid and the bid bond as required by the laws of the State of North Dakota and the regulations and determinations of the governing body. If a successful bidder does not execute a contract within thirty (30) days allowed, the bidder's bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder.
All bidders must be licensed for the full amount of the bid as required by Section 43 07 05 and 43-07-12 of the North Dakota Century Code. Contractor's license must be effective for a minimum of 10 days prior to September 30, 2020.
The successful Bidder will be required to furnish Contract Performance and Payment Bonds in the full amount of the contract.
Contracts shall be awarded on the basis of the low bid submitted by a responsible and responsive bidder for the aggregate sum of all bid items. A single contract will be awarded for the work.
All bids will be contained in a sealed envelope, as above provided; plainly marked showing that such envelope contains a bid for the above project. In addition, the bidder shall place upon the exterior of such envelope the following information:
1.The work covered by the bidder;
2.The name of the bidder;
3.Separate envelope containing bid bond and a copy of North Dakota Contractor's License or certificate of renewal; and acknowledgement of all addenda.
No Bid will be read or considered which does not fully comply with the above provisions as to Bond, Contractor's License and Acknowledgement of all Addenda, and any deficient Bid submitted will be resealed and returned to the Bidder immediately.
The work on the improvement will be substantially completed by and December 14, 2020. Final completion will be completed by January 8, 2021.
The Owner reserves the right to reject any and all bids, to waive any informality in any bid, to hold all bids for a period not to exceed 30 days from the date of opening bids.
