VALLEY CITY, N.D. — A high-risk sex offender in Valley City has been accused for a second time of having child porn.

Christopher Martin Peters, 29, appeared Monday, Dec. 16, in Barnes County District Court to face eight Class C felony charges of possessing certain materials prohibited by North Dakota law. Each count carries a maximum punishment of five years in prison.

Law enforcement searched Peters' apartment at 204 Third Ave. SE on Sept. 19 after an Internet Crimes Against Children Report indicated Peters allegedly downloaded child porn, according to an incident report from the Valley City Police Department.

A North Dakota Bureau of Criminal Investigation agent found eight files on Peters’ laptop depicting children, some possibly as young as 7 years old, performing sexual acts, the report said.

When asked if he had porn on his phone, Peters told police he had nude images of adult females and prepubescent girls wearing bikinis, according to the criminal complaint.

Peters initially told police he did not have access to internet and hadn’t had a social media account in about four years, the complaint said. He also admitted to looking at pornography, but not online, according to police.

He later admitted that he had a Tumblr account and that he “has looked at images of children as young as 5 years in age,” court documents said.

Peters is listed in North Dakota as a high-risk sex offender. He was sentenced in 2002 in Cass County Juvenile Court to a year in jail for sexually abusing a 5-year-old girl when he was 12 years old, according to the North Dakota Sex Offender Registry.

He also was ordered in May 2017 to serve two years behind bars after possessing more than 100 images of child porn on his phone.
