FARGO — A Portland, N.D., man accused of asking children to send him nude photos and videos of themselves and sharing child porn faces charges in federal court.

Joseph Dale Mangan, 33, was in Fargo on Monday, Jan. 27, for a detention hearing regarding five federal charges — one count each of transportation and distribution of child porn, as well as three counts of possession of child porn.

The charges give few details about the case, other than to say Mangan distributed child porn between Dec. 19, 2018, and Aug. 13. Court documents do mention that Mangan possessed child porn depicting children under the age of 12 on Sept. 24.

Investigators who searched Mangan’s home found cellphones and laptops containing child porn, as well as girls underwear, a training bra and marijuana paraphernalia, according to court documents. Mangan acknowledged obtaining child porn by using internet chat sites and phone applications to ask young girls to share nude videos and images of themselves with him, the criminal complaint alleged.

Mangan allegedly shared those images with others, and one of those photos included a 4-year-old child, investigators said.

Mangan was charged Sept. 25 in Traill County with three felonies: using a minor in a sexual performance, promoting a sexual performance by a minor and possessing child porn. Those charges are in the process of being dismissed in light of federal prosecutors pursuing a case against Mangan, Traill County State’s Attorney Charles Stock said Tuesday, Jan. 28.

Mangan has been assigned a public defender for his federal case, and that office does not comment on open cases.

Portland is about 40 miles southwest of Grand Forks.
