FARGO — The Fargo Police Department is notifying the public of a "high-risk" sex offender, Ian Kellen Oksa, who has registered as homeless for the second time in less than a month.
Police first warned Oska registered as homeless and without a permanent address on Aug. 30. Two weeks earlier on Aug. 16, he was registered as living in north Fargo in the 1300 block of Eighth Avenue North.
The North Dakota Risk Assessment Committee has deemed Oksa a high-risk offender. He was found guilty of gross sexual imposition in Cass County Juvenile Court in 2006. The victim was a female known to him who was under the age of 15. He is a lifetime registrant.
