FARGO — One man is under arrest in the stabbing of a teenage girl, who was found bloody and unconscious outside Party City in south Fargo Friday, June 4.
Arthur Prince Kollie, 22, with no permanent address, has been arrested on suspicion of attempted murder, according to the Fargo Police Department.
Police responded to the scene, which is next to a strip mall at 4340 13th Ave. S., near Party City, just before 7 a.m. A garbage man had found the body.
Robert Paulsen, the father of the victim, identified her as 14-year-old Jupiter Paulsen. He said she was skateboarding from his house to her mother's house.
He said his daughter had been choked unconscious and stabbed more than 20 times, including in the throat. Robert Paulsen said police have video of part of the attack that lasted 20 minutes, and that some of it was caught on surveillance camera.

Paulsen said his daughter is sedated at the hospital after undergoing surgery. She is in stable condition. Doctors say it is still too early to determine her long-term prognosis. They are concerned how long her brain went without oxygen. Paulsen said his daughter did move her big toe Friday night.
"They are trying to monitor the swelling in her brain to see what kind of brain function she is going to have since she lost oxygen. I hope she has no long-term damage to her head and she can have a sustainable life," he said.
Paulsen said his daughter was also robbed, but police were able to quickly ID her, because her mother's phone number was written on her skateboard.
"Now does my kid need to travel with a weapon to protect herself?" asked Paulsen.
A witness reported seeing a man wearing a white T-shirt with blood stains leave the area headed south, police said.
Officers searched the area with the help of a police dog Friday morning, but did not locate the suspect at that time. Police announced Kollie's arrest shortly after 4 p.m.

Paulsen said he was told Kollie was found down the street at Walmart changing clothes.
"He really is a coward," Paulsen said. "What would any father do knowing their child might not live? I was hoping to catch him first."

Late Friday night, police also asked the public's help in recovering items belonging to the victim, including a burgundy backpack, black backpack, black iPhone in a black case and a black leather wallet with a weave pattern. It's believed the items were in an area along 45th Street, north of Interstate 94. Residents can call the dispatch center at 701-451-7660 if they find any of the belongings.
