Fargo police notify public of sex offender's new address

FARGO — The Fargo Police Department is notifying residents that registered sex offender Stetson Ray Houle is now living at Centre Inc., 123 15th St. N.

North Dakota authorities have deemed Houle as having a high risk to re-offend. He is a lifetime registrant.

Houle, 25, is 5-foot-3 and 150 pounds with brown eyes and black hair.

He was convicted of two counts of abusive sexual contact in federal court in 2019. His victims were 15 and 17 years old.
