The section of road was closed for many weeks due to high river levels.
FARGO — Elm Street North has been reopened to traffic between 13th and 15th Avenues North.
That section of road was closed for many weeks due to the high level of the Red River.
However, the river has receded and the road surface has been cleared of all hazards, according to the city of Fargo.
