High-risk sex offender registers as homeless in Fargo

David Lavern Lilley Jr. was convicted of gross sexual imposition in 2003 and is a lifetime registrant, police said.

FARGO — The Fargo Police Department is notifying the public that a sex offender has registered as homeless in Fargo.

The North Dakota Sex Offender Risk Assessment Committee determined David Lavern Lilley Jr. has a high risk to reoffend. He is a lifetime registrant.

Lilley is 5 feet, 8 inches tall, weighs 205 pounds and has black hair and brown eyes, police said.

He was convicted in U.S. District Court of gross sexual imposition in December 2003, and his victim was a 13-year-old girl, police said.
