MANDAN, N.D. — A 19-year-old driver accused of fatally striking a Bismarck man on Tuesday, Nov. 17, in Mandan was arrested on suspicion of drunken driving hours before the deadly crash.
TC Carry Moccasin of Mandan appeared Wednesday in Morton County District Court on felony charges of criminal vehicular homicide and reckless endangerment in connection to the crash that killed 42-year-old Mark Streeper. He also was charged with misdemeanor counts of possessing drug paraphernalia and driving while intoxicated.
On Monday night, Bismarck police arrested Carry Moccasin on suspicion of drunken driving at about 11 p.m. His blood alcohol content was 0.19%, more than twice the legal limit, court documents said.
He was bailed out and brought home, but he returned to his vehicle to drive it home, court documents stated.
When Carry Moccasin was driving his vehicle home on Tuesday morning, he was going west at about 40 mph in a 25 mph zone in the 400 block of West Main Street in Mandan when his vehicle fatally struck Streeper, according to court documents.

Streeper was getting into a parked car when Carry Moccasin's vehicle sideswiped the car, authorities said. After hitting a second car, Carry Moccasin fled the scene, court documents said.
Carry Moccasin returned to the crash scene an hour later and was arrested, court documents said, noting that he had a blood alcohol content of 0.10% at that point.
An attorney was assigned to represent Carry Moccasin, who remained in custody Wednesday at the Burleigh Morton Detention Center, with a bail amount of $50,000.
