Burglary suspects arrested in Moorhead following call from concerned citizen

Suspects were detained after a call to the Red River Regional Dispatch Center from a concerned citizen who witnessed suspicious activity.

MOORHEAD — Two people were arrested Tuesday, July 26, after a call came in to the Red River Regional Dispatch Center about suspicious activity in the 1000 block of 18th Avenue North at the North Star Storage in Moorhead.

According to a release from the Moorhead Police Department, a call came in around 3:40 a.m. from a concerned citizen who stated a van without lights on was moving along the storage units.

The caller said they witnessed a man entering and exiting storage units.

Officers arrived on scene and monitored the suspicious activity before detaining the suspects, the release said. Officers found burglary tools and property belonging to the renters of the storage units inside their van. Locks had also been cut off the doors of multiple units, the release said.

Zachary Elstad, 35, and Jennifer Carow, 42, both with no permanent address, were arrested and transported to the Clay County Correctional Facility. They facing felony burglary charges for forcing entry into storage units and taking property, according to the release.
