MOORHEAD — Summer rain and bad soil have significantly set back construction on the Moorhead underpass this week, city engineers said Thursday.

Crews aren't yet sure what caused the problem in the area near 21st Street but are working to fix it. Construction continues on other spots away from the affected area, including First and Second avenue

The city originally hoped the underpass would be done by the fall for school traffic.

"I don't want to kill any hopes on it, (but) it would require phenomenal weather and everything to go perfectly right," said Moorhead assistant city engineer, Tom Trowbridge.
