BISMARCK - A Bismarck man previously convicted in federal court of manufacturing a bomb has been arrested for violating parole.

Douglas Gary Feist, 38, made his first appearance on Friday before U.S. Magistrate Judge Charles Miller Jr. and is scheduled to appear at a revocation hearing before U.S. District Judge Daniel Hovland on Jan. 7.

The petition to revoke Feist’s parole came after a South Central District Court jury convicted Feist in November of committing felony criminal mischief by vandalizing an ATM in June.

He is scheduled to be sentenced on that charge on Jan. 22.

In 2008, Feist was sentenced to nearly six years in federal prison after he was found guilty of possessing ammunition as a convicted felon and conspiracy to manufacture a destructive device - “the type of bomb used in Oklahoma City,” according to a federal prosecutor at the time. Feist used that bomb to blow up a well house in Kidder County.

Feist also has a lengthy criminal history in South Central District Court, including a conviction for reckless endangerment in 1998, endangering another by explosion in 2002, possession of explosives in 2005 and 2008.

Feist is being held without bond at Burleigh County Detention Center pending the hearing.
