The Fergus Falls City Council introduced on Monday an ordinance directing the local port authority to issue bonds for a $7 million ice arena.

The ordinance will receive a second reading on May 17, after which the council could vote on the measure, said city administrator Mark Sievert.

A number of residents spoke out in opposition to the ordinance, saying the city should bring the arena issue to a public vote, Sievert said.
