BISMARCK - The House Appropriations Committee voted 14-9 to give a do-not-pass recommendation to a bill that would freeze tuition rates for two years.

The bill, sponsored by Rep. Scot Kelsh, D-Fargo, included $20 million to offset the costs to the North Dakota University System.

It would leave tuition at North Dakota's college and universities at current rates through July 2009.

Higher education officials estimated it would actually cost $25.5 million, said committee chairman Rep. Ken Svedjan, R-Grand Forks.
