Driver jailed after pedestrian struck near Downer, Minn.

MOORHEAD -- A 23-year-old Hawley man was being held in the Clay County Jail Tuesday, Sept. 4, pending charges tied to a Monday afternoon collision in which a minivan struck a pedestrian.

MOORHEAD - A 23-year-old Hawley man was being held in the Clay County Jail Tuesday, Sept. 4, pending charges tied to a Monday afternoon collision in which a minivan struck a pedestrian.

James W. Russell was being held on suspicion of criminal vehicular operation, leaving the scene of an injury accident and fifth-degree assault, according to jail records.

The collision was reported about 3:30 p.m. Monday on Highway 9 south of 90th Avenue South in Downer, according to the Minnesota State Patrol.

A minivan struck a male pedestrian, and the minivan driver and a passenger were taken into custody, the State Patrol said.

A blood test was obtained from the driver, and results of the test are pending, the patrol said.

The investigation into the collision is ongoing, and charges are pending, the State Patrol said.
