The scene was almost eerily quiet in the area from Center Avenue south to Interstate 94 as flood fighting efforts were virtually complete in that part of Moorhead.
"We're 100 percent done, I would say," said Zone 5 leader Mark Osten, who is in charge of efforts from Twelfth Avenue South to I-94.
He said they had completed checking dike levels.
Zone 4 leader Chris Dahl said Thursday morning that efforts from Center Avenue to 12th Avenue South are "pretty much complete."
The U.S Army Corps of Engineers was building a small clay levee on Elm Street, he said.

"Zone 4 is definitely ready," he said. "The whole city's ready."
