In the Wahpeton-Breckenridge area, the flood fight is ramping up amid widespread overland flooding and a rising Red River.
The communities are watching ice jams blocking water on a diversion, where water hit a record of 20.1 feet this morning.
"We have some issues with ice right now slowing water flow through our diversion," said Vernon Woytassek, the Wilkin County emergency manager.
The county also sandbagged to keep water off Highway 10 east of Breckenridge. Numerous township and county roads have been closed because of overland flooding.
The Red at Wahpeton surpassed 16 feet this morning. It is projected to hit 17.5 by Wednesday before levels start dropping off.

"We are confident we'll win the war, and we haven't lost any battles yet," Woytassek said.
