About 1,300 lots in the development will be available for single-family and twin homes in addition to its estimated 450 apartment units.

It is "the largest and most unique master plan community in Fargo-Moorhead," said Schaumann, who oversees the Horizon Shores development.

Horizon Shores is located just north of Interstate 94 and is bounded by 34th Street to the west. Immediate plans for the development extend a mile east of 34th Street, but Schaumann expects a development that has been planned directly to the east of 40th Street will also bear the Horizon Shores name.

Housing construction in Horizon Shores began a year-and-a-half ago, said Schaumann, who was the Moorhead city planner for two years. And about 30 percent of the 208 lots that are currently serviced have been built upon or are being built upon. Schaumann expects construction in the development to be complete in 10 years.

Homes in Horizon Shores range in price from about $135,000 to about $550,000.

Along with the residential development, a significant chunk of commercial development is scheduled for the southern part of Horizon Shores.

"This is probably the biggest thing in terms of combined residential and commercial development that Moorhead has seen in a long, long time," said Moorhead Councilman and Planning Commissioner John Rowell.

The development is anchored by a manmade lake and Horizon Shores Park, which will surround the lake. The final section of the lake has not yet been constructed, but when completed the lake area will cover 35 acres.

The 60-acre Horizon Shores Park is slated for completion this fall and will contain tennis courts, basketball courts, two miles of walking paths and fishing piers.

Along with owning and selling the parcels of land within Horizon Shores, Arista also coordinates the development of the community. The company "has architectural review and control" over what's built in Horizon Shores, Schaumann said. And because this large section of land is controlled by a single developer, Arista can create compatibility and a "cohesive design" in the development, he said.

Rowell said Moorhead was stagnant in terms of population growth for a number of years and saw population fall in the 1990s. But that has changed and this development is an indication of that change, he said.

Horizon Shores is "another sign of Moorhead's turnaround," Rowell said.
