A 51-year-old man with 12 drunken-driving related convictions is in jail after police found him slumped over the steering wheel of his vehicle Wednesday afternoon.

Minnesota State Patrol officer Jesse Grabow arrested James Lee Gullard, Lake Park, Minn., about 11:20 a.m., after a motorist reported a man slumped over a steering wheel on the side of Highway 10 near Hawley.

The State Patrol said it was Gullard's 13th arrest for DWI-related charges.

According to the State Patrol, Gullard's driving status is canceled in Minnesota and revoked in Oregon for numerous driving while intoxicated convictions.

Assistant Clay County Attorney Pam Harris said Wednesday's offense will be charged as a felony DWI.

If Gullard is found to have any felonies in his past, he could face at least a year in jail if convicted of the latest charge, Harris said.

Also, the vehicle involved was seized after Gullard's arrest and it could be forfeited.

Harris said according to her records, Gullard has eight DWI-related charges in Minnesota going back to 1982.

Grabow could not be reached for comment late Wednesday afternoon.
