A naked and bloody man was arrested late Monday morning outside his Fargo apartment after police say he sexually assaulted a woman and then tumbled from his second-story window.

The woman, 20, had already left the apartment at 3035 23rd St. S. when the man fell, police said. She had driven to the parking lot of a nearby Sunmart grocery store and called police on a cell phone about 11:45 a.m. to say she was sexually assaulted, Lt. Dave Todd said.

About that time, another woman who was outside with her kids near the apartment building heard a man scream from across the street. The witness, Chastity Woodbury, said she watched a naked man dive head-first from a window, taking its screen with him.

The man landed on a rock bed and stayed down for a few minutes, Woodbury said. Then he rose, with blood on his back, face and arms, and walked to the apartment building's front door.

Woodbury said she started walking toward him to see if he was injured, but the man appeared too delusional to safely approach. Instead she told a neighbor to call police.

"He kind of scared me, so I stayed back," she said.

The man stood by the door, covered his genitals with his hands and fidgeted in place until police arrived a few minutes later, Woodbury said. Police shot him with a stun gun when he resisted arrest by pushing some of the officers, Todd said.

Police identified the man as 22-year-old Matthew Weinbar and arrested him on suspicion of sexual assault.

He was taken to Innovis Health for cuts to his body and a head injury, Todd said.

Investigators believe the woman defended herself with a knife, which they found in her car, Todd said. The woman, who waited for police by the grocery store, also had blood on her, but it was unclear how much of it was hers.

She had at least one cut on her and was also taken to Innovis Health, Todd said. Police did not know how serious her injuries were, he said.

The Forum does not typically publish the names of sexual assault victims.

Weinbar was hurt enough to stay at least overnight at the hospital. Officers planned to guard his room through the night, Todd said.

Investigators are still piecing together the events that led to the woman running from the apartment, Todd said. The suspect and the woman knew each other, but police weren't sure where she lived, he said.

The apartment is believed to be the suspect's, Todd said. Investigators think the man was alone when he fell from the window, he said.
